There is a growing chasm in enterprise technology, and it is not about capability. It is about control. PwC recently identified what may be the most critical risk facing organizations today: the gap between the speed of AI adoption and the maturity of AI governance. Companies are deploying agentic and generative AI systems at breakneck pace while their governance frameworks remain stuck in the pre-AI era. The result is a ticking time bomb of compliance violations, data leakage, and unauthorized access.

## The Scale of the Problem

The adoption numbers tell one story. Enterprises are integrating AI agents into customer service, code generation, document processing, financial analysis, and supply chain management. Generative AI tools are embedded in email clients, productivity suites, and development environments. The technology has moved from pilot programs to production deployments in record time.

The governance numbers tell a very different story. According to multiple industry surveys, fewer than one in three organizations have formal AI governance policies in place. Even fewer have implemented technical controls to enforce those policies. The gap is not closing — it is widening, because adoption is accelerating faster than governance teams can respond.

IBM’s upcoming webinar, Securing Agentic AI: Closing Access Gaps, highlights a particularly dangerous dimension of this problem. Agentic AI systems — those that can take autonomous actions, make decisions, and interact with external services — introduce a fundamentally new threat surface. Unlike traditional software, AI agents can behave unpredictably, access data they were not intended to reach, and take actions that no human explicitly authorized.

## The Specific Risks

The risks are not hypothetical. They are happening now, in production environments, at scale.

Data leakage through AI agents is perhaps the most immediate concern. When an AI assistant has access to internal documents, customer records, or proprietary code, every interaction becomes a potential exfiltration vector. Users may inadvertently feed sensitive information into AI systems that transmit data to external APIs. AI agents with broad permissions may access and surface confidential information in contexts where it should not appear.

Unauthorized access represents another critical risk category. AI agents often require broad permissions to function effectively — access to databases, APIs, file systems, and communication channels. In many deployments, these permissions are granted with minimal review and no principle of least privilege. The result is AI systems operating with far more access than they need, creating attack surfaces that traditional security tools were not designed to monitor.

Compliance violations round out the risk triad. Regulations like GDPR, HIPAA, and SOX impose specific requirements on how data is accessed, processed, and stored. AI agents that operate autonomously can easily violate these requirements without anyone noticing until an audit reveals the breach. The regulatory landscape has not caught up with agentic AI, and organizations cannot wait for regulators to tell them what to do.

## Practical Governance Frameworks

The good news is that effective AI governance does not require waiting for perfect solutions. Organizations can implement practical frameworks today that dramatically reduce risk.

First, establish an AI asset inventory. You cannot govern what you do not know about. Every AI system, model, and agent deployed in the organization should be cataloged, along with its data access permissions, decision-making scope, and integration points. Shadow AI — unapproved tools adopted by individual teams — is a particular blind spot that must be addressed.

Second, implement access controls specifically designed for AI agents. Traditional role-based access control was designed for human users. AI agents need a different model — one that enforces least privilege dynamically, monitors for anomalous access patterns, and can revoke permissions in real time. This is the core theme of IBM’s access gaps research, and it deserves serious attention.

Third, deploy monitoring and audit systems that understand AI behavior. Standard logging captures API calls and database queries. AI governance requires monitoring that can detect when an agent is behaving outside its intended parameters, accessing data it should not need, or producing outputs that violate policy constraints.

Fourth, establish clear accountability structures. Someone in the organization must own AI governance — not as a side project but as a primary responsibility. This role should have authority to slow or halt AI deployments that do not meet governance standards, regardless of business pressure to ship quickly.

## The RSAC 2026 Perspective

Discussions at RSAC 2026 have reinforced the urgency of this issue. Multiple sessions focused on the intersection of AI adoption and security governance, with a consistent message: the organizations that will be breached in the next two years are not those with weak perimeter defenses but those with ungoverned AI systems operating inside trusted networks.

The conference also highlighted a cultural challenge. Security teams often lack the technical understanding to evaluate AI systems, while AI teams often lack the security mindset to build governance into their deployments. Bridging this gap requires cross-functional collaboration and shared ownership that many organizations have not yet achieved.

## The Bottom Line

The AI governance gap is not a future problem. It is a present emergency. Every day that an organization operates AI agents without adequate governance increases its exposure to data breaches, compliance violations, and reputational damage. The technology is not going to slow down. Governance must speed up.
